Itsukaichi Constitution

The “Itsukaichi Constitution Draft,” drafted in 1881 by Takuzaburo Chiba, a Meiji-era civil rights activist, and young men from the former town of Itsukaichi (now Itsukaichi, Akiruno City), is known as a private draft constitution with very democratic content, full of liberal civil rights ideas. The draft became widely known when it was found in the storehouse of an old house in Itsukaichi, Akiruno City, in 1968, and its existence was revealed. Subsequently, a stone monument explaining the outline of the draft was erected near Itsukaichi Elementary School, where Chiba, the drafter of the draft, served as principal, in order to make it widely known to future generations. This historical monument is also pictured in social studies textbooks.
